Switch MAS Manage Timezone Automatically For Day Light Saving (DST)

It can help customers to not change the time zone manually each time the day light saving starts or ends.

I have seen a few customers get messed up with this in both the Manage UI (for users picking their time zone) and administrators in the Workspace UI configuring their time zone. Java has "EST" (Eastern Standard Time) and "EST5EDT" (Eastern Daylight Savings Time) options that are constant year-round and do not change during daylight savings. Because these are valid time zones in Java, they are correctly displayed as options but are rarely the ones customers want to utilize.

The options that observe daylight savings time (such as US/Eastern) also exist, but people may not be aware and pick the wrong one. I think in this case making the UI in the workspace clear which ones observe daylight savings and which ones do not might help. For example, if I pick EST a warning message that says "Warning: The selected time zone does not observe daylight savings time. If you are in an area that observe daylight savings, please pick an alternate time zone."

Maximo should handle daylight savings automatically. If this is not working this should be submitted as an issue through the support team.
