Include 2nd and 3rd week as an option for monthly Cron Task scheduling

When scheduling monthly cron jobs, we can currently choose options like the first or last Thursday of the month. We would like to extend this capability to also select the second and third occurrences of a weekday (e.g., the 2nd Thursday or 3rd Thursday of the month). We have lot of pmwogen crons scheduled in first and last week, this will help in spreading out other crons across the month.

    The same option should be provided to all other Cron task schedules. We ran into an issue when scheduling Health Score Group Cron tasks. Business likes to run the health scoring calculation on 2nd and 3rd weeks when Maximo is relatively low in usage. However, that was not an option. Please consider. Thanks!
