COH Change table domain to allow reference to "the attribute that the domain is on" in the Validation where clause.

Allow user to reference "the attribute that the domain is on" in the validation where clause.
This is an example of the desired change to the Validation Where Clause:
:thisvalue = wonum or :&THISVALUE& = wonum

What problem are we trying to solve?
A developer needs to add a validation domain to the several tables e.g. WORKORDER / inventory related tables.
A table domain needs to be added to each of the affected tables to ensure that they all validate the tables correctly.

In each case the definition is effectively the same but it is associated with a different attribute in each case ; multiple domains would need to be created.

There is a significant risk that complex domain definitions will not be entered correctly if multiple tables are involved.

Benefits
==
This change would allow a single table domain to be created and then referenced by all the tables.
Reducing the risk reduces the maintenance cost associated with the system and allows system administrators to be more efficient.

Use case:
System administrators / developers would use this to deliver table domains with increased stability / efficiency compared to the current system.

Business justification:
The current situation can:
- cause table domains to work incorrectly because the validation check is incorrect
- increase the cost of maintaining the system
- perceive Maximo to be inflexible
- perceive IBM to be forcing developers to be inefficient by creating the same table domain multiple times
