Expand inspection forms to just "Forms" to enable broader use

Inspections forms are an amazing module in Maximo. There is a much broader use-case for more general "forms" using the same tooling. One example would be permit forms or special ordering forms that might need to be filled out and submitted with other types of records. On the HS&E side with Operator Logs, there are sometimes forms that need to be filled out when certain events occur. While it might get recorded into an Incident with a certain class/spec. there are sometimes regulatory forms that need to be printed or filed that would be better handled as dynamic forms.
