Add a DELETE ALL button for Scheduled reports, available as a SigOption for admins.

When backing up TEST or DEV with a copy from PROD all Scheduled reports copy over as well.  If you have a lot of reports it would be time saving to be able to delete all scheduled reports in these environments.  It could be available by sigoption, and would need a pop up checking for confirmation, and could possibly even require an E-Signature to avoid any issues in PROD if the button was accidentally clicked.
