SERVICEABILITY - Awarding Item to vendors with a Request for Quotation in SENT status

Currently, in IBM Manage, when an RFQ (Request for Quotation) is in SENT status, the "Quotations for Item" table within the QUOTATION tab does not allow to award an item to a vendor. The ISAWARDED checkbox (and the whole line) is read-only.

Steps to reproduce

  1. Go to RFQ application.

  2. Create a new RFQ and insert an RFQ line.

  3. Go to the Vendors tab and include 1-2 vendors.

  4. Go to Quotations and select RFQ lines for each vendor.

  5. Change the status of the RFQ to SENT.

  6. On Quotations tab, click on Item section. On "Quotations for Item" all lines are read only, while instead, on "Quotations for Vendor" we can award the lines.

Lacking proper documentation, we can assume when an RFQ is in SENT status, the RFQ is still considered in the negotiation phase. Awarding items at this stage is restricted because the RFQ is considered blocked for vendor responses.
The Quotations for Item section is read-only because it aggregates vendor quotes by item with the system enforcing awarding at the vendor level during SENT status to maintain integrity of the RFQ process.
Once the RFQ moves to INPRG, the system resumes editing for items, but will disable changes at the vendor level to avoid conflicts.

While this seems to be in line with purchasing processes in procurement, there is a need for a joint discussion between Dev and Product Architects to clarify the scope .
