SERVICEABILITY - User Action To Allow Cloud Customers To Remove Orphaned PMFORECASTJP Data For PM Records

IBM Cloud hosted customers are unable to perform direct sql updates to their production database. This is due to the publicly documented policies described here: https://www.ibm.com/docs/en/mas/saas?topic=guide-limitations-exclusions#databases

The request is to provide a User Action in the Maximo Manage UI which will allow the customer to remove orphaned records from the PMFORECASTJP table without support intervention and without asking the SRE team to violate policy. This is a simple update query that Maximo customers have been performing on their own for many years, and now they cannot do this.
