Database Configuration - Improve recovery of DB config after error on apply changes

When an error is logged while applying changes in DB config, the recommended recovery is to do a full restore from backup (https://www.ibm.com/support/pages/node/967720).

While this makes sense in production for safety, it can be overkill in lower environments. It would be better if the system could recover on its own, especially for simple errors where a change simply couldn't be made due to some system restriction. Good examples include: ORA-01452: cannot CREATE UNIQUE INDEX; duplicate keys found, ORA-01408: such column list already indexed.

Right now, the only other way to recover other than a backup is to manually update system variables in MAXVARS: CONFIGURING and maybe ADMINRESTART. This is a pain for self-supported customers and not really feasible for SaaS customers, who would have to request their managed support to always reset those variables.

    Thank you for taking the time to provide your ideas to IBM. Unfortunately, after evaluating this idea, we don’t believe it aligns with our product strategy and roadmap. Therefore, we will not be considering it for inclusion in our product at this time. Thank you again for your feedback.

    Thank you for your submission. This is not something that is a priority on our current roadmap for the next several releases.
