Changing WO to INPRG automatically when labor timer is started setting change to include all WO statuses where labor timer is visible

Currently there is a system setting in organizations which is controlling if WO status should be changed automatically to INPRG status when labor timer is started.
How ever this function not working as it says but instead changes WO status to INPRG status automatically only in those cases where WO is approved even labor timer function is visible.

This causes issues in organizations where there might not be a planner role or such to approve WO's for techs but techs take responsibility on their own and start to work with necessary WO's despite of their status. In current situation some WO's which are already approved works as expected when labor timer is started in Mobile/RBA but for WO's which are not approved(e.g. waiting on material etc.) they need to conduct a manual status change even they start the timer in same way as with approved WO's.

So we would like this function to work as it is described where WO should change to INPRG status in all of those cases where labor timer function is visible, including those not approved statuses where labor timer is still visible.
