Thank you for your submission. As stated in the comments there is a property webclient.enabledoclinkonload that was introduced in 7.5 and enhanced in 9 that will show attached document record count across applications. See the attached screenshot for additional information.
You need to enable the system property webclient.enabledoclinkonload. This property was added in 7.5 when the behavior was changed to not change the icon when attachments exist for performance reasons. If the doclinks query takes 2 seconds for example, opening a record will encounter a 2 second delay. In MAS this was enhanced to show a record count (IE 2 attachments exist in your example).
You can use Maximo Formulae to very easily show a count of attachments using a non-persistent field.
