Promote the REMARKS field to the table summary row for entering a meter reading

Today, in order for someone to see the remarks, they have to expand the row for the meter on which they will enter a value.  This is not a 'normal' user process as they would usually just enter the value and confirm the date.  The remarks are useful, and they convey information about that meter on that asset.  This could be information such as how to take the reading, which is very important.  Based on the importance of the information, the remarks field in the Enter Meter Readings dialogue should also be made read-only
