Be able to record a comment when recording a meter reading. to have this displayed in the meter reading history, and to have it display in the Asset Meter reading table

Today, there is a REMARKS field that a user can use to enter information when taking a reading.  This is then recorded in the ASSETMETER table.  However, it is not stored along with the reading; rather, it is stored against the asset's meter.  This implies that the REMARKS field is about that meter on that asset, rather than what happened when taking the reading.  The proposal is to have a new field created called COMMENTS that is able to be entered along with the meter reading, displayed on the Asset meter tab as read-only, and shown in the meter reading history view.
