Dry-run mode for escalations

Problem: There is no supported way to see which records an escalation condition will match before activating it. Practitioners work around this by rebuilding the condition as a query or ad-hoc report first, which is duplicated effort and easy to skip under delivery pressure. A mis-scoped condition discovered in production means a mass notification event and a loss of user trust that takes months to recover.

Proposal: A “test” or “simulate” action on the Escalations application that evaluates the condition against current data and returns the matching record count and a sample set, without triggering any actions or notifications.

Business value: Prevents notification floods at go-live, reduces the alarm fatigue that degrades escalation effectiveness across the whole system, and shortens configuration cycles.
