Extend MCP server to use migration Object Structures to allow for Natural language comparison of different Maximo Environments

Extend the MCP server to be able to leverage Migration Object Structures to compare two systems, like a dev and test, and return the differences. There is functionality today to do compares in Migration Manager which is dependent on direct database access between environment. That access is being prevented by security policies. also there is a TON of data returned that requires a ton of manual review that would be nicely done with AI.
