Labor Reporting - Enter by Crew should not require the Start Time and End Time

We are requesting an enhancement to the Enter By Crew dialog in the Labor Reporting application to allow users to enter straight hours, without requiring the entry of a start time and end time.

This functionality would improve efficiency for clerks and supervisors who receive reported hours from crews and only need to record the total hours worked. Requiring start and end times creates unnecessary data entry, increases the potential for input errors, and adds time to the labor reporting process when the specific time range is not needed for the business process.

When trying to enter time on the Labor reporting screen, only Duration is required and Start and End time are optional. We need the same functionality in the 'Enter by Crew' dialog. 

How is this impacting business- Coned has several use cases where time report does not have an associated time but only has a duration. Example would be Meals timecard or Stand by timecard. Currently this time cannot be reported by Crew and has to be entered individually. The process preference to enter all time by Crew, but due to this limitation, the clerk has to note down all entries what do not have start and end time, and then go to each crew members labor transaction and enter these time entries.
