Completion based PM scheduling of Target Dates in Maximo Manage

We request a supported native PM scheduling option in which the previous completion date plus the PM frequency establishes the next work order Target Finish, with Target Start calculated backward by the applicable duration. We need this option alongside the existing fixed and floating schedules, selected according to the maintenance requirement. We also propose a PM-level Target Completion Time field, provisionally named PM.TARGCOMPTIME, to establish the time of day for the finish-based deadline.

Public IBM documentation reviewed for this report describes fixed schedules based on Last Start Date and floating schedules based on Last Completion Date. We did not identify a documented standard Manage setting that implements the requested third PM mode. This is a research finding requiring IBM confirmation, not proof that no supported configuration exists. [1, 2]

An important related capability exists in Maximo for Nuclear Power: IBM support records describe separate regulatory frequencies and regulatory dates calculated using previous work order Actual Finish or Actual Start. This establishes an IBM product precedent for a separate regulatory scheduling basis. It does not establish that standard Manage has the same capability or that the nuclear solution populates Target Start and Target Finish as requested. [5, 6]

Our organization maintains both removable and non-removable assets, using both fixed and floating PMs. Non-removable assets must be maintained at their operating location due to removal being infeasible or would require shut down of the entire operation. In order to remain compliant to State statutes and regulations for the affected category, our requirement is completion within a maximum maintenance interval while the asset remains in service.

For removable assets, we remove the asset from service no later than the Target Start date. State statutes and regulations prohibit the asset from being used for its intended purpose for periods longer than the maximum maintenance interval allowed by the OEM before the prescribed preventative maintenance is performed. Therefore, under our stated operating rules, work may finish outside the stated maximum interval of frequency if the asset can be removed from service.

For PMs starting at midnight with a 9-hour duration, both target dates fall on the same calendar day, therefore, under current PM configuration settings, the Target Finish Date remains compliant to State statutes and regulations for our stated use case.
