A workaround for managing the non owned queries is ... MXloader. Yes, it works ! probably the annoying behavior is managed by the Javabean (maximo ui side) , not the mbo side...

With Application Designer and Automation Scripts, I knocked out a POC solution to this problem in 2 hours: a Manage Saved Queries application in the Administration module that lets me (or whoever I grant access to) the ability to edit anyone's query. Give me a few more minutes (yes, minutes), and I bet I can let myself (an administrator) delete others' queries, too.
So, IBM, please give us a "properly built" Manage Saved Queries application, secured only like you would any other application. Then, we can use Data Restrictions, or whatever other configuration options already exist to, to limit who gets access to which specific queries. This really should not take you long, as I have demonstrated.
Similar to my request: http://www.ibm.com/developerworks/rfe/execute?use_case=viewRfe&CR_ID=36979 which is listed as uncommitted candidate. In mine an Administrator could change who the query owner is so that other user can then modify the query.
