create indexes in parallel via dbc / script / statements / specify_index

Lengthy outages for upgrades are one of Maximo's liabilities. That liability can be reduced by implementing this RFE.

The DBC "statements" "specify_index" tag needs to be upgraded to support creating indexes as temporarily parallel indexes. This could be done by introducing a new, optional tag or by default based on database vendor and version. This would allow indexes on large tables (e.g. WORKORDER) to be created faster and reduce outage time during upgrades.

For example, this snippet from oilandgas/V7620_36.dbc takes about 45 minutes in one customer's environment.

create index workorder_ndx67 on workorder (plusghazarduid) tablespace MAXIMO_INDX
;

With support for temporarily using parallel, as follows, it only takes 7 minutes -- a time savings of 84%.

create index workorder_ndx67 on workorder (plusghazarduid) tablespace MAXIMO_INDX parallel 10;
alter index workorder_ndx67 noparallel;

The DDL statements above are from Oracle, but cursory searching suggests SQL Server and DB2 support building indexes in parallel, too.
