Enable Change Status to Work Without Save Permission to support Express Licenses

Staying compliant with licenses is nearly impossible because Express (whose permissions are inherited into the Limited license) entitles users to change status in any application. In order to change status, it requires save permission. There's no way to enforce users to only be able to change status (not have true save access), so the IBM supported method is to clone every application and remove the save button from that application. (see here: http://www-01.ibm.com/support/docview.wss?rs=0&q1=faq+1399436&uid=swg21399436&loc=en_US&cs=utf-8&cc=us&lang=en)

This completely ignores the maintenance nightmare of having that many cloned apps to support Express entitlements. Any client changes (and IBM changes in patches) have to be migrated to each of the applications, restrictions that are app level need to be created for each application, all fields need to be made read-only (because even though the save button is gone, changes to the record could happen and still be saved when a change status occurs), etc.

If you can grant change status without save, the entire thing becomes a non-event to support.

Due to the size and complexity of this requirement, this is not a priority in the next several releases.

This is an aged request, but itis still very relevant to support entitlement monitoring. It has been 5 years since the request was made, but hoping it will make it into a release soon.
