This portal is to open public enhancement requests against the products and services belonging to IBM Sustainability Software. To view all of your ideas submitted to IBM, create and manage groups of Ideas, or create an idea explicitly set to be either visible by all (public) or visible only to you and IBM (private), use the IBM Unified Ideas Portal (https://ideas.ibm.com).
We invite you to shape the future of IBM, including product roadmaps, by submitting ideas that matter to you the most. Here's how it works:
Start by searching and reviewing ideas and requests to enhance a product or service. Take a look at ideas others have posted, and add a comment, vote, or subscribe to updates on them if they matter to you. If you can't find what you are looking for,
Post an idea.
Get feedback from the IBM team and other customers to refine your idea.
Follow the idea through the IBM Ideas process.

@JulioHernandez, you are right, if an item is issued from store then only you can make return either via Issue/Transfer Application or Inventory Usage Application, however, the feature in Inventory ‘Issue the Current Item' is only to cater return transactions for non-rotating items and it wouldn't allow for Rotating Items, since rotating item means a rotating asset.
Hence, there are two ways to return rotating item/asset, first scenario, if this item was issued via store to a location, then Issue/Transfer Application or Inventory Usage Application will allow you to make return transaction, in second scenario, if this is a direct issue item, then you can only use Move/Modify option from Asset application, and choose store location for ‘To Location' and add workorder number in ‘Details' section and system will move this item from current location to store location perfectly. However, the dilemma is, this return transaction is not crediting item cost to related WorkOrder.

Rotating Items should never be moved into or out of a Storeroom using the Move/Modify action because it does not generate Inventory Transactions. Did you try doing a RETURN through Issues and Transfers? I don't think it work using "Select Items for Return" since it was originally a Direct Issue but you should be able to click "New Row" and manually change the "Issue Type" to RETURN.
The problem is, while returning a Rotating Item to Store (via move/modify option from Asset app), system doesn't credit back to referenced workorder.

I am unable to decide about this RFE as I don't see what's the problem. You seem to asking a How-Can-I question rather than I-have-a-fault-that-IBM refuses to fix.
