Add additional time-based query constraint for the current day in the user's timezone

Please add an additional time-based constraint available for use in Work Centers and generic saved queries.

The current functionality is:
&SYSDAY& - the current day in the server's time zone.
&SYSDATE& - the current time in the user's time zone.

This leaves a functionality gap of being able to query using the current day in the user's time zone.

The suggestion would be to create a query substitution - such as &USERDAY& - that applies the user's time zone before setting the time to 12:00 am so that the day queried is relative to the user's time zone.
