Include support for Internet Explorer 10 and 11 for Maximo BIRT reporting

Include support for Internet Explorer 10 and 11 for Maximo BIRT reporting.
Currently the Maximo platform compatibility does not indicate that Maximo BIRT is compatible with IE 10 and 11.

This creates uncertainty for clients who wish to upgrade their systems and could lead to situations where clients are not running their Maximo system with a supported IE browser.

As enterprises upgrade to the later versions it is important that Maximo provides support for these browsers as they often have security features that are important to the customer.

Failing to upgrade can lead to security concerns and/or additional support problems because two versions of IE need to be available for users. While IE does have a compatibility mode this often isn't completely compatible so there can be problems.

    Note: This would require an update to the BIRT version as the 3.7.1 BIRT designer does not support IE 11 (you can't preview if IE 11 is installed). Later versions of BIRT (4.4 from what I have been told) do support IE 11.
