Add a property or control to constrain/control the upload of large image files in Maximo rich text fields

It is possible to break the ability of the Maximo / TPAE front-end to realistically display an image in a rich text long description field if the image is too large. For example, download file

https://photojournal.jpl.nasa.gov/tiff/PIA23867.tif

Open this file in Windows Paint and copy it to your clipboard.
Now in Maximo, open any long description field (such as Work Order Tracking) with Rich Text enabled. Paste your clipboard entry.

A file preview will appear to paste into the screen, but upon clicking 'Save', the user will encounter a spinning wheel and the UI session will effectively hang.

The browser in most cases does not return input back to the user. Attempting to reload the page also fails. The user must close their Maximo tab / reload the Maximo URL to recover that tab (tested w/ Chrome).

We have also noted a variant of this issue where a user succeeds in uploading very large images into a Rich Text Field. If the user does succeed in the upload of a very large image via a clipboard or word paste, the image will similarly hang any attempt to retrieve it. Opening the long description field will yield an extremely long wait / spinning wheel and the image may not load before the session times out. This can also break consuming webservices that may not gracefully handle large binary files.
