Support in-memory tables

In-memory db tables can provide significant performance improvements for high-transaction tables (like meter readings).

In-memory tables are available in all db platforms. The only catch is that the technology is implemented differently between platforms. Even so, it would be worthwhile for IBM to use this OOB functionality because it would make Maximo a lot faster. For example, in a quick test, converting meter readings to an in-memory table resulted in meters being 25-50x faster.
