Allow for the deletion of the last remain line on a PO with a revision created by the MIF using IFace tables.

Currently when POs are revised with the MIF, Maximo does not allow the deletion of the last line. Since PO revisions are handled by the MIF as lines in the incoming revision are compared against current lines, it is assumed that if a PO comes in with no lines that it is simply an update to base PO information. While there is good logic behind this, the option should be available to actually allow the deletion of the last line on a PO. This is related to Case No. TS005266972 and IBM suggested that we enter an RFE/Idea to make this a configurable option.
