Only automatically approve/lock inside labor actuals once the WO is completed (optional setting)

There is a Organizations application setting that automatically approves inside labor actuals -- when saved. That setting is useful; it cuts down on effort/confusion when labor actuals need to be manually approved for each WO.

However, to us, it doesn't make sense that labor actuals become locked forever -- while the WO is still INPRG.

It would be better if we could optionally choose to only automatically approve labor actuals once the WO is completed. It would make more sense to lock the labor actual forever when the WO is complete, not before.
