Add downtime reporting to Locations

Users need the ability to track downtime for a functional system in addition to individual assets. The concept of functional locations allows asset management personnel to use Maximo locations to serve as functional nodes in processes, since downtime reporting is only on the asset level there is no ability to connect the downtime with a functional collective, like a line or process area. The only way to have system downtime is to create the whole system in an asset hierarchy, which defeats the purpose of functional locations. furthermore, if an asset is moved from a functional location there is no history of downtime on that functional location, hamstringing reliability reporting and analysis.
