PMs should have full ROUTE support implemented

PROBLEM:
Certain Route based PMs have no History data even though the Work Orders are being generated. This is possibly happening from the Route not passing on any asset or location values to the history table per this IBM KB DOC:

This document will not work for us as the client will never have Assets or Locations in the Route based PM and there are many PMs with this issue.

The workaround is to place a site-level location on the PM in addition to the route.  This is a workaround because development completely missed adding full route support to the PM application.  The suggestion / idea here is to develop the remaining logic in the PM application to show route-based PM workorders on the PM with the route.
