New Organization disappears after you create it

In Organizations application if you create a new organization and save, the record disappears. This is because there is a new setting in Users application - Can Access Inactive Sites?

You should never be able to create a new record for it to disappear when it is refetched from the database, it would make you think it had not been saved. The display of an organization should be dependent on whether you can (or cannot) see inactive sites. This feels much more like a bug than an enhancement request, a new feature broke something that was working previously !!
