Work planning/scheduling should consider technician qualification

When trying to select the resource to do a job, this needs to be done at a qualifications level. For example, a Technician may have completed/obtained some of the training and qualifications of a higher level and that person should ultimately be considered competent to perform the job.

This leads to the challenge of forming a dynamic crew for a job by looking into the job requirements and the competencies required to perform.

Problem Statement:

Currently, the system does not allow setting up crew types along with the required qualifications alone. This is preventing us from effectively managing our shared resources which means if a job can be allocated to a fitter of grade-1 as he is already completed some of his mandatory training for a higher grade and is competent to do the job but he is not yet promoted to the higher grade, in this situation system will try to find out a grade-2 fitter by thinking he is the only competent resource to perform the job and if he is unavailable then the system will fail to allocate a resource to the job.

Basically, the resource's current situation is a Grade-1 Fitter with some mandatory higher-grade trainings completed but not promoted to Grade-2 s there are some non-mandatory trainings are still pending but until we factor in these additional skill sets during work planning the work scheduler can't find a right match to assign the resource to a job.

This also needs to be factored in when the optimizer tries to schedule the work and form a crew to satisfy the job requirements with the required qualifications as a group or individual to make efficient use of available resources in the organization.
