Apologies, I did not see the comment but I see it now. Thank you. I am attaching the picker that I believe you are referring to (in the MAS8 skin). Keep in mind that we have other date time pickers for our role based applications, Maximo Mobile, etc.
On the picker attached, default time is 12:00 AM. Can you confirm that the 1 minute difference an issue for users because other users have created records with the default at midnight, making it difficult to select records that do not include it?

Hi Jordan, basically in any popup dialog where a date/time can be chosen i.e. date/time field select value lookups on list tab, advanced search, report parameters etc. From what I looked into the dialog is standard and used across all applications and the pattern values that are available for selection on the dialog are generated by a common java class.
