Add Long Press Labels in Maximo Mobile Buttons Merged

The Maximo Application Framework team made the icon-aria-label property (which is available on buttons) support long press on mobile or hover in web to indicate the purpose of the button. On small screen devices, it's difficult to permanently label these buttons without impacting usability of the application and we'll remove the label by default. But the icons can also be difficult for a user to understand the first time trying to utilize the application. Being able to long press the icon to get some information is helpful for the user to understand what it does.

This request is to add the icon-aria-label property on the buttons we surface out of box.
