Create System Properties for Controlling Navigator Refresh Options

Today the navigator only defaults to refreshing work list data. Users need to be trained to go into the settings and change the defaults to include supporting when they should be updating lookup data. Customers have no mechanism to control this outside of modifying the navigator application which can lead to issues and requires modifying every release. Customers should be able to control via system properties (one property for each setting) which options are enabled by default. This way their users just need to hit the refresh icon to get the data the organization wants them to get.
