Add ability to use the map to identify work nearby that is not assigned to user and allow user to select it and return to their device to execute it

A user may be out doing field activities and finish early and want to see what other work is nearby that they can execute.  They should be able to open the map and query for work nearby (we can do that today on Mobile) but once work is identified using this map query, user should be able to select it (1 or more) to open the work order on their mobile device and execute it.   Again, this is work that was not already downloaded in their work list on their mobile device.
