MAS Mobile does not allow non inventory tools to report Actuals

Background: 

Maximo Manage Base is designed to allow actuals usage reported by the non iventory tools but when it comes to Mobile that's being restricted. Looks really weird that both the platforms are not in sync. As a customer I would think both the platforms should be in sync as the field tech will be using a Mobility platform to report the actual hours of a plant being used as a tool.

As we don't manage these plants and we outsource them from another vendor there is no need for us to manage their inventory in Maximo so we just create the tools and individual asset records for them to use as part of the job planning/reporting actuals but now because of the limitations in MAS Mobile we have to deal with extra overheads to model the data in a different way so that we can report actuals.

My recommendation would be MAS Mobile should behave the same way as MAS Base does.

    Tool report as actuals in a work order requires a tool to, at least, exist in the inventory records. - This is not how Maximo base is designed to work or behaves at the moment when it comes to report actuals for a tool whereas Maximo Mobile does not behave the same way. Maximo base allows to report actuals for a tool usage even if its not added to a storeroom. Expectation here is Maximo Mobile should follow the same but its not at the moment. This is a big challenge for us to report tool actuals using Mobility.

    Tool report as actuals in a work order requires a tool to, at least, exist in the inventory records. Assessing both sides, the only missing option is the outside flag and, in that case, it will be charged to a vendor.

    Can you elaborate exactly what you're seeing as a gap, the related use case, so we can review and add for a future release?
