Inspection status changes should be validated

The inspection status handler does not perform any type of validation for status changes. This enables inspections to be completed even though required questions have not been answered. These rules should be enforced at the business logic level rather than the UI but are currently not. We are dependent on our UI to prevent it.

In Maximo Mobile, this is problematic because transactions are queued before sending to the server. If the user answers the questions on the device, they are able to complete the inspection. If during the sending to the server, an error occurs for one of those questions (such as a meter reading error or some validation added by the customer), that transaction will error out on the device. If they delete the error on the device, the subsequent transactions are processed including the status change. This can result in the inspection being completed even though questions have not been answered.
