Restrict Service Request Categories / Subcategories by user

We are using a Category to represent an asset type, a sub-category to represent the asset system of an asset type, and the Type (Ticket Template) are the types of defects found for an asset system. We need to restrict the categories which a user sees. For example, an operator or driver should only see the relevant categories (Classifications), in many cases this would only be one category. A technician who is raising a service request will work on multiple categories, but not all categories, it depends on their role.

Ideally this would be bound into the Object Data Restrictions defined in Security Groups so that it doesn't matter whether a user is using classic UI or MAF based apps they always see the same data.
