System Property to block delta updates on supporting data

We have a scenario where there is a client with large numbers of assets/locations.

Preloaded Dbs are being used to segregate the data so that the mobile device is not overwhelmed with data & users are tagged to these person groups.  However they can be tagged to multiple person groups so that they can choose which Mobile Db they want to download (if they move between geographical areas for example).

This works fine, however when there are a large number of assets/location updates in Manage, the delta sync on supporting data can be very slow to try and drag down 20k updated records.

In this scenario it would be extremely beneficial for end users that the delta sync on this supporting data is suppressed & they only get the data downloaded in the Mobile Db (so the updates would be picked up in the Cron task as per the defined schedule).

This might not be useful for implementations with smaller amount of supporting data, hence why something like a system property to be able to control the functionality.
