Keep MAS Mobile Custom Translations Accross Upgrades

In MAS 9.1, Migrate Prior Configurations option (Maximo Application Configuration Tool) carries forward application customisations by re-applying app.delta.xml onto the new IBM base app.xml. However, MAS Mobile UI translations don't live in app.xml - they're static files (<APPID>/public/i18n/labels-<lang>.json), loaded at runtime via GET ./i18n/labels-<lang>.json. Because these files sit outside the app.xml/app.delta.xml delta model, Migrate Prior Configurations never touches them. Any direct edits a customer makes to IBM's language files are silently lost on the next upgrade or app refresh, forcing manual re-work and creating a recurring, undocumented risk of translation loss.

I'm proposing two way of product improvement: 
1. Extend Migrate Prior Configurations to treat labels-<lang>.json like any other configurable resource - generate and re-apply a delta (e.g. labels-<lang>.delta.json) the same way app.delta.xml is handled, so label customisations survive upgrades automatically.
2. IBM could officially support an overlay pattern: a customer-owned labels-<lang>-custom.json file per language, shipped alongside (never overwriting) IBM's file, auto-loaded and merged over the in-memory labels at runtime.
