Apply Breaks over a time period

In the Calendars application, Define/Apply Shifts dialog and after setting up Shift Breaks you use the action Apply Breaks and this creates break (NON_WORK) Modified Availability records for all Persons and Crews that reference the Calendar/Shift. The records created are for future dates, not those in the past. 

The Idea is to allow similar functionality to Apply Shift(s) action where you can apply the break to the whole calendar or to Selected Dates, defined by a Start Date and an End Date.

This would allow an administrator to create break records for a smaller period than the calendar range (a lot of records are being created), to create records for the weeks in the past associated with Graphical Work Week range, or for whole calendar if that is their wish. 

Currently if the breaks are applied in the middle of the week then the Percentage Allocation on Graphical Work Week is inaccurate, because there are no Modified Availability records for the days of the week earlier than today. The date range will overcome this issue (TS020349384).
