Thank you for sharing this detailed use case and the additional context around ArcGIS Velocity layers.
At the moment, Maximo Spatial supports standard hosted feature layers. With the upcoming 9.2 release, we are introducing enhancements such as layer refresh capabilities, which will partially address scenarios involving frequently updated datasets like those generated by Velocity. However, we understand that spatiotemporal layers (including those exposed as Hosted Feature Views with IoTFeatureLayer characteristics) behave differently from standard feature layers, and full support for these layer types is not currently available in Maximo Spatial. That said, this is an area we are actively tracking. Support for spatiotemporal/Velocity-based layers is already on our roadmap backlog, with further evaluation planned for upcoming releases such as 9.3 and 9.4.
