Remove logic that requires default insert site for spatial integration

PROBLEM DESCRIPTION

The crontask for an asset with an associated sync object in maps, will fail to run because the default insert site is not defined. However the desired effect is for it to run for all sites.

REPRODUCTION STEPS

1. create new escalation on object Asset, with whereclause to point to only one asset that is linked to GIS and which was tested before that sync to GIS works fine

Escalation -> New

Name: GISAsset, Applies to ASSET, Condition: assetnum='7003'

Escalation Point -> leave blank

Actions -> Value = 'BAM test integration'

Parameter/Attribute = description

Type = Set Value

Accessible from = ALL

2. Link this new escalation to action that changes description to some predefined value (set value to change description to: 'tested by escalation' )

3. Run escalation

RESULTS: Output is that description of asset has been changed by escalation (action) correctly but no integration message has been generated to sync with GIS.

However, changing description via GUI will create such message without issues.

EXPECTED RESULTS: This is because the escalation 'user' maxadmin does not have a defaultInsetSite, then mboRemote ==null and code returns SKIP_TRANSACTION.

BUSINESS IMPACT

In this scenario there are multiple sites and the organisation is planning on growing to more than 10 sites so the escalation would benefit from running for all sites.
