Guest Accounts Provisioning in MAS - For external "users" Service Request Creation

Several of our clients are on MAS which does not currently support guest accounts. The reasoning behind it is for them to be able to support the ability to log a Service Request in Maximo for our clients' technicians to inspect or execute work. The service requests can range from something like a tree obstructing a road, a defective light fixture spotted in a public building, or a major pothole in the road. The idea behind this is such that citizens of a municipality (whom government/municipal entities like our clients serve) be able to exercise their civic duty and log these service requests themselves via their device (either browser or mobile are both accepted). Seeing as how, in the worst case scenario, the solution would have to accommodate the entire population of a given municipality or region logging a Service Request (albeit, not at the same time), LDAP with AD sync is not feasible as an authentication option, as storing and administering that many accounts in AD is unrealistic to say the least.

In previous version of Maximo, (seemingly? - the guest user session is still logged) unauthenticated guest users were able to log Service Requests in Work Center via Websphere. To this effect, in order to satisfy our clients' regulatory restrictions, the UI/page/platform that would be exposed to these citizens would have to support either a 2FA/MFA auth flow (send code to email for human validation), the less stringent of the two being preferred to deliver for these clients.
