Ability to set maximum MAS Points Consumption threshold for different "groups" of users Private

One of the biggest benefits to the points model is they can maximize their points investment by sharing them. Without a way to set a maximum consumption threshold for a security group, one org can consume all the points resulting in a disaster via lockouts or license violations. We need a way to set thresholds for a group. It doesn't have to be a complex built in UI component right away, just having a place to write some logic would support the critical functionality. Here's 2 use case examples.

The intent is to give them the ability to set thresholds to balance their consumption. The intent isn't to draw hard lines with rigid point allocations, though they could do that by setting thresholds that exactly add up to their exact purchased points.

Use Case 1: Allows client to balance the usage of their points and prevent external SPs from eating them up:
Client actual points purchase: 5000 pts (threshhold would not exceed no matter how allocated below)
Client Internal threshold-> none
Client External SPs -> 1000 pts

Use Case 2: Allows client to share points between orgs while maximizing the consumption:
Client actual points purchase: 6000 pts
Client Org 1: 3000 pts
Client Org 2: 4000 pts
