Compliance issue in User Management at MAS Level

We see Compliance issue in User Management in MAS. 

I have one question related to MAS User Management. When we give a user access of User management at MAS level they will be having access of all the users detail. They can see their name, emails etc which are PI information. There is no restriction as such. 

Say if I have a user in Germany and another user in China, and if we have to give access of User management to both the users (for maintaining users in Germany & China), users from Germany can see/update/delete users in China and vice versa.

What we expect is to have granular access at the MAS level.

1. Administrator who can read/write/edit/delete all users at MAS level.

2. Semi Administrator who can read/write/edit/delete only specific group of users which can be categorized based on User Country or User Site.

3. Limited Administrator which only have read/edit access and no write/delete access to specific group of users which can be categorized based on User Country or User Site.

    Try to use the attribute user type to manage it.... By Creating an access conditions on the signature options....
