Reorder process needs to calculate with shipments

Currently when we create a PR or PO for the relevant item/storeroom combination and then execute the re-order, the re-order functionality is considering the fact that Items is in the process of being re-ordered despite the fact that the PR/PO might or might not be approved. If the current PR/PO quantity being ordered is sufficient no additional material will be ordered. In a similar vein when shipping items between stores, the items are in transit to the store, might not be there yet but is on the way, a date has been provided when it will arrive and should be considered as part of the available Quantity re-order calculation. The current functionality is working, but should be expanded to consider shipped items as this will affect the balances, same way as reservations, PR’s PO’s.
