Linear - Create Static Linear Meters

There is currently no control to say that a meter on a linear asset is at a fixed location, meter readings can be taken at any measurement along the linear asset, or the meter reading is associated with a fixed asset. There are cases where you want to record measurements at a fixed point but while they may be associated with a sensor that sensor is only temporary. For example, a recording device at a fixed point for a few weeks to measure traffic flow. The measuring device will be relocated elsewhere perhaps on another linear asset and the information if associated with the asset (as a device) will be lost from meter measurements on the linear asset. The meter measurements really need to be written against the linear asset at a fixed measurement.

    This is being moved to Maximo Manage which includes Linear support.
