Allow the Nested Job Plan field on the Job Plan app to be editable when the Job Plan is in DRAFT or REVISD status

Currently the Nested Job Plan field is only editable when adding a New Row to the Job Plan Tasks.  Would like for this field to be able to be changed based on the Job Plan status, not only when adding a New Row.

    Shannon - I'd like to thank you for submitting this idea. It's a good one - but unfortunately, I don't see it being of a high enough priority to be addressed within 12 months. You are welcome to resubmit in the future if you find the need increases (from a 'nice to have' to a pain point) or you can garner additional support from other customers, which helps to raise the focus. Thanks again for the idea!
