Linear Tools: Add measure tool to detail menu to measure segments when adding to AssetSpecs or Features for a Linear record

When creating AssetSpec of Feature records for a Linear Maximo Asset a measure tool is needed to add the start and end measures from the map. These values are often provided from field measurements however many times customers would like to perform the measurements on the map that is available to them. Adding a Measure tool to the Detail Menu on the Start and End Measure fields would support this requirement. Open Map, dynamic measure tool is an icon in map as well as other tools to navigate the map view. When selected a dynamic measure tool dialog similar to the one in ArcMap displays and allows the user to measure along the feature or measure the entire feature to get a total length of the feature that is required in the LRM section of the Linear Asset record Detail Tab. The Open Map would be added to any field where linear measure are required. The measured values would be pasted into the measure field currently in focus.
