Add Layer Settings Lock

SFPUC proposes the addition of a "Lock layer settings" check-box in the footer of the Layers dialog to lock layer settings. When this box is un-checked, a user is able to make any changes they wish to their layer settings (the current normal state of the Layers dialog). When this box is checked, however, no changes are permitted to layer settings. We believe this would greatly reduce the likelihood of accidental changes to layer settings (e.g., making all layers selectable), which is currently far too easy.

When a user wants to change layer settings, they would simply un-check the box, make the changes, then re-check the box.
